I have the honour to acknowledge the receipt of your Confidential despatch of the 16th. April on the subject of the revision of pensions to Royal Garrison Artillery and the Hongkong Royal Engineers and in reply to forward you a copy of a memorandum by Kr. P.P.J.Wodehouse, Deputy Superintendent of Police, on the subject of the cost of living in Hongkong of Indians of the labouring class. Mr. Wodehouse has not dealt with paragraph 3 of your despatch as no Indian unskilled labour is employed in this Colony. I would point out, however, that the Hongkong Singapore Battalion Royal Garrison Artillery are not recruited in this blony but from India and that it is not in the least likely that a disabled member of that Corps would desire to reside here as he would certainly wish to draw his pension in India. As regards the Hongkong Royal Engineers I have ascertained that no member of the Chinese Company of this Corps has been sent on active service. No questions arise therefore in comection with them.
